Nearby phones
Off by default. A switch in Pinger's settings, and in Pinger Lite's, lets the phone advertise a Bluetooth identifier that changes every fifteen minutes and that only Nazar can resolve, and listen for other Nazar phones doing the same. Sightings ride along with the positions.
Why: two phones near each other, each with a checked fix at that moment, vouch for each other, and the fix becomes WITNESSED. A vehicle's page shows the fleet's own company: which of your vehicles were near it and when.
What it never becomes: a list of strangers. Another fleet's phone only feeds the grade; nobody can follow a phone by its identifier, because the identifier is new every quarter hour and the key behind it never leaves the box.
